West Bengal Government Plans Recruitment of Around 11,000 Panchayat Department Staff Through PSC
Speaking at the Assembly, Ghosh said an acute staff shortage was affecting panchayat functioning.
"There is a severe shortage of personnel in the Panchayat Department. Around 11,000 employees will be recruited through the PSC," he said.
The minister also warned absentee panchayat chiefs and said the government would soon introduce a Bill to curtail their financial powers.
Recruitment is currently carried out at the district level under the Panchayat Act.
The government will amend the law to shift the process to the autonomous PSC.
Ghosh said the move was in line with the BJP government's promise to create one lakh jobs after assuming office in West Bengal.
Implementation of the Centre's Viksit Bharat–Guarantee for Rozgar and Aajeevika Mission (VB-G RAM G) has meanwhile been slowed by staff shortages at the grassroots.
To expedite the 125-day rural employment scheme, senior Union Rural Development Ministry officials will hold a four-day training programme at the Biswa Bangla Convention Centre in New Town from Tuesday to Friday.
"Officials from the state, district, block and panchayat levels will attend the training and then train officials in their respective districts and subdivisions," Ghosh said.
Administrative sources said the scheme, launched in West Bengal on July 1, has so far reached only about 400 of the state's 3,339 gram panchayats.
The Rs 14,000-crore scheme replaces MGNREGS, increasing guaranteed employment from 100 to 125 days annually.
The Centre will provide Rs 8,508 crore and the state Rs 5,672 crore.
Wages will be credited directly to workers' bank or post office accounts through the Direct Benefit Transfer (DBT) system.
