ITBP Jawan’s Protest Over Mother’s Amputation Triggers Criminal Case Against Two Kanpur Hospitals
KalimNews, May 26, 2026, Kalimpong : A shocking case of alleged medical negligence in Kanpur, Uttar Pradesh, has sparked nationwide outrage after an Indo-Tibetan Border Police (ITBP) jawan carried his mother’s amputated hand in an ice box to the Police Commissionerate, demanding justice and accountability.
After an eight-day wait and mounting public pressure, a revised medical inquiry has found two private hospitals — Krishna Hospital and Paras Hospital — guilty of “serious negligence” and “excessive delay” in treatment that ultimately led to the amputation of 56-year-old Nirmala Devi’s right hand.
Police Commissioner Raghubir Lal confirmed on May 25 that criminal proceedings are now being initiated against both hospitals under relevant provisions of the Bharatiya Nyaya Sanhita (BNS), including Section 125 related to endangering life and safety through negligence.
The case drew national attention after ITBP jawan Vikas Singh arrived at the commissioner’s office carrying his mother’s severed hand, preserved in an ice box, alleging that repeated complaints against the hospitals had been ignored by authorities.
According to the family, Nirmala Devi was admitted to Krishna Hospital on May 13 after suffering breathing complications. During treatment, an injection or intravenous procedure allegedly caused severe swelling and infection in her right hand. As her condition deteriorated, she was shifted to Paras Hospital, where doctors reportedly informed the family that the infection had spread dangerously and amputation was the only option left to save her life. Her hand was amputated on May 17.
Overcome with emotion at the commissionerate, Vikas Singh said the same hand had once fed and cared for him throughout his childhood.
An earlier inquiry by a medical panel was criticised for being vague and inconclusive, failing to establish accountability. Following objections raised by the ITBP and the victim’s family, authorities ordered a fresh point-by-point investigation.
The revised probe was conducted by a joint team comprising senior police officials, medical experts, doctors nominated by the Chief Medical Officer (CMO), and an ITBP medical representative. Investigators reportedly questioned the treating doctors extensively and prepared nearly 50 detailed questions examining the treatment process.
According to officials involved in the inquiry, the patient had underlying heart-related complications that caused blood clots to develop during treatment. However, the panel concluded that timely intervention by a vascular surgeon could likely have prevented the amputation. Investigators found that critical delays, lack of specialist consultation, and failure to act promptly significantly worsened the condition.
Additional Commissioner of Police Vipin Tada stated that the fresh inquiry clearly identified gross negligence and treatment delays by both hospitals, paving the way for legal action.
The incident also triggered dramatic scenes outside the Kanpur Police Commissionerate when around 50 armed ITBP personnel and senior officials arrived to demand accountability and object to the earlier inquiry report. Social media rumours quickly spread, claiming the force had “surrounded” the commissionerate.
However, both the police and the ITBP firmly denied reports of any confrontation or “gherao.” Police Commissioner Raghubir Lal clarified that the meeting had been scheduled in advance and described it as an official discussion regarding the inquiry findings. He said the presence of a large contingent created a misleading public impression, but the personnel left peacefully after discussions concluded.
ITBP Commandant Gaurav Prasad also dismissed rumours of any standoff, stating that the force had full faith in the investigation and was confident justice would be delivered. He explained that jawans waiting outside during the meeting had unintentionally fuelled speculation online.
Following the controversy surrounding the initial inquiry, authorities scrapped the earlier report and formed a new joint investigation committee involving police officials, ITBP medical experts, and government doctors.
The Uttar Pradesh government has also taken serious note of the matter. Deputy Chief Minister Brijesh Pathak stated that a high-level inquiry had been ordered and assured that justice would be ensured in every circumstance. He added that the Director General of Health had been instructed to submit a fresh factual report.
Police officials confirmed that an FIR is now being registered against Krishna Hospital and Paras Hospital based on the revised findings. Investigators maintain that the delays and lapses in treatment directly contributed to the loss of Nirmala Devi’s hand.
The case has intensified public debate over accountability in private healthcare institutions and raised serious concerns about medical negligence, patient safety, and delayed justice.
