
Bengal: Bid to meddle with functioning of state-run varsities, allege 12 teachers' organisations

PTI | April 25, 2025 | Kolkata : Twelve university teachers' organisations in West Bengal on Friday accused the state government of attempting to undermine the autonomy of state-run universities by imposing the Human Resource Management System (HRMS) on them.
In a joint statement, the associations—including those from Jadavpur University, Calcutta University, Rabindra Bharati University, Presidency University, MAKAUT, and others—warned that implementing HRMS would erode what little institutional independence remains.
“This policy will turn universities into mere offices of the Higher Education Department by systematically stripping them of their rights, especially financial autonomy,” the statement said.
The teachers expressed concern that the move would violate existing university acts, which designate vice-chancellors, registrars, or finance officers as the Drawing and Disbursing Officers (DDOs) of their institutions.
They urged the government to withdraw the proposal and respect the academic and administrative autonomy of higher educational institutions in the state.
