Gorkha Parisangh welcomes ECI’s delimitation proposal, seeks protection of Gorkhas electoral representation above reservation


KalimNews, Guwahati (Assam) 29th March 2023 : Bharatiya Gorkha Parisangh (BGP) – the national social organization of Indian Gorkhas has welcomed the proposal of delimitation of Assembly and Parliamentary Constituencies in Assam by the Election Commission of India (ECI). The delegation met ECI constituted Delimitation Commission of India (DCI) officials Shri. Rajiv Kumar, Chief Election Commissioner, ECI; Anup Chandra Pandey, Election Commissioner, ECI; Shri. Arun Goel, Election Commissioner ECI and Shri. Nitin Khade, Chief Electoral Officer (CEO), Assam at Hotel Radisson Blu, Guwahati on Monday and made submission on behalf of the Gorkhas of Assam.

Briefing mediapersons in Guwahati Nanda Kirati Dewan, General Secretary, Bharatiya Gorkha Parisangh (BGP), Assam State Committee said, ‘We welcome the delimitation process initiated by the commission with 2001 census. Bharatiya Gorkha Parisangh (BGP) has asserted before the Hon’ble Commission to ensure clear geographical demarcation of the Gorkha electorates so that the community is politically represented avoiding class reservation.’ 
Assam Gorkha Sammelan (AGS), All Assam Gorkha Students’ Union (AAGSU) too made submission before the commission through a memorandum prepared in consultation with common agenda. Gorkha Autonomous Council Demand Committee (GACDC) too extended unconditional support to the memorandum placed by the Parisangh which was attached as an annexure.

‘The Gorkha Community organizations were of view that Gorkhas forms a sizable population in about 40 Assembly Constituencies and 3 Parliamentary Constituencies with decisive electorates. Gorkhas have proportionate population pattern in these constituencies and through this petition before the Hon’ble Commission we have clearly sought constitutional  protection of the electoral interest of the Gorkha community with clear demographical demarcation of electoral constituencies so that under healthy democratic practices, constitutionally granted political rights of the Gorkha community are achieved.’ Dewan asserted.  

‘However in context of the scheduled areas, where Gorkha dwell in sizeable population, the present structure of democratic representation is limited due to class reservation and if the same is extended to other parts in constituencies where the Gorkhas live in closed compactness,  the electoral representation as per the Delimitation Commission of India 2007 delimitation proposal 69 Udalguri, 72 Barchalla, 124 Margheritha and 126 Sadiya Assembly constituencies and 9 Tezpur Lok Sabha Parliamentary constituency will not only shrink but probability of political representation might vanish, and as such we express our dissent on record’, Dewan stated setting the record strainght before the commission to which the Rajiv Kumar, Chief Election Commissioner replied that delimitation will be new one based on 2001 census and it is the first public hearing by the commission. He made it certain that this commission is not based on 2007 DCI report. Parisangh also submitted a 14 page annexure in support of Gorkhas claim for constitutinal safeguard of electoral representation of the Gorkhas. 

Bharatiya Gorkha Parisangh delegation  included State President Amar Adhikari, General Secretary, Nanda Kirati Dewan, BGP National Working President Nityananda Upadhyay, Chief Advisor & Spokesperson Prakash Dahal and Senior Vice President Smti. Lakshmi Subedi. AGS delegation was lead by its President Krishna Bhujel, General Secretary Raju Dhakal, BTC Region President Dillu Sarma while AAGSU delegation was lead by its President Arjun Chetry, General Secretary Numal Chetry, Office Secretary Bishal Pokhrel, Dhemaji Dist President Somraj Sonar and Central Executive Member Biswakarma. The Gorkha delegation requested the commission to keep the present status of the Gorkhas as electorates number is concerned, in the above Parliamentary and Legislative Assembly Constituencies so that the Gorkha community does not lose its rights to appropriately represented in terms of numbers either in the Parliamentary or the Legislative Assembly Constituencies in consideration of population structure of the community in the State of Assam.
