Kalimpong Calm : Observing lockdown in the containment zone.. Permission for private vehicles suspended



KalimNews, 21 April 2020, Kalimpong: From today lockdown in the Kalimpong town is followed with closure of almost all the shops and business institutions. Only a few people and 2 and 4 wheeler vehicles were seen on the roads as compared to other days. From today permission to private vehicle is supended by the Kalimpong administration (Police and others).Only vehicles for transporting essential commodities like food materials are being allowed by the police.
As declared by the meeting held yesterday in the presence of Dr. Subhendu Roy, Surveillance Officer of WHO and R. Vimala, District Magistrate with other district level health and administrative officers of Kalimpong District, a strategy on the restriction and surveillance was made with some more surveillance plans for the Containment Zone of Kalimpong.
As per the WHO protocol and SOP a demarcation of containment zone within the 3 km of radius from the epicenter (Residence of Singh family) was made along with the identification of Buffer zone of an additional 5 Kms radius as detailed in the cluster containment plan.
Demarcation of an area of 3 Kms radius around the epicenter (the residence of the positive case) is done as follows: NORTH- Ward nos. 1,2,3 and Bhalukhop G.P.; SOUTH- Ward No.10 and Dungra Khasmahal;  EAST-Ward nos. 2,4,5,6 and 7; WEST- Ward nos. 12,13, and 14 . 
The demarcated boundary are Primtam Road, CST school, Novelty Cinema and Relli Road. This area of 3 km radius will be divided into sectors with 50 houses each. The sectors will facilitate all activities for containment.
The Cluster Containment Strategy would be to contain the disease within a defined geographic area by early detection of cases, breaking the chain of transmission and thus preventing its spread to new areas. This would include geographic quarantine, social distancing measures, enhanced active surveillance, testing all suspected cases, isolation of cases, quarantine of contacts and risk communication to create awareness among public on preventive public health measures.  
Health staffs will do survey of each house regarding any existence of Influenza like illness (ILI) or Severe acute respiratory illness (SARI) to any of the family member. They will visit to: (i) Search clinically suspect cases. (ii) Identify contacts of confirmed and suspect cases (iii) Maintain line list of suspect/ confirmed cases and contacts (iv) Monitor contacts daily (v) Inform Supervisory Medical Officer about suspect cases and their contacts (vi) Create awareness among community about disease prevention, home quarantine, common signs and symptoms and need for reporting suspect cases by distributing fliers, pamphlets and also by inter-personal communication.
It is notified that in the area of Containment zone, total lock down with compulsory use of mask and maintaining social distance by every resident is mandatory. 

DAILY REPORT

GTA
2 nurses and husband and mother in law one of the nurse of GTA area are under treatment in Dr. Chang's Superspeciality Hospital and recovering fast. 
At the quarantine centre of Gorubathan located at ITI of Upper Fagu under kalimpong District there are 16 asymptomic people. 
2 people of Kalimpong (Sindebong and Grubathan) with ILI symptoms are admitted at Desun Hospital in Siliguri for further  suspected Covid 19 investigation and testing.
As of today the number of people in self quarantine are 107 in Darjeeling and 52 in Kalimpong districts.

STATE
Three more COVID-19 deaths have been reported in West Bengal, taking the toll in the state to 15, Chief Secretary Rajiva Sinha said on Tuesday and in the last 24 hours, 29 new COVID-19 positive cases have been reported taking the total number of active cases in the state to 274, he said.Total number of admitted persons are 249.

An official release of the West Bengal Health and family welfare department on Covid-19 states that 713 samples were tested within 24 hour totalling 6182 samples for Covid-19 in the state.
The number of testing labs also has been increased to 12 , they are- NICED, SSKM, Medinipore MCH, North Bengal MCH, School of Tropical Medicine, Apollo Hospital, Tata Medical Centre, Dr. Lal’s Pathlab, Maldah MCH, Command Hospital, R.G. Kar MCH, and CNCI.

As of today 33305 persons are under home observation/surveillance and 25652 persons have completed surveillance. 

Till today under hospital isolation 3394 persons have been admitted and presently the total number of people infected by COVID-19 contagion in West Bengal is 359. So far from the 66 Covid-19 Hospital of the state 3145 persons have been discharged from hospital isolation after completing quarantine period. In the state there are 582 Institutional Quarantine Centres in which 152590 persons are kept in Institutional Quarantine (Cumulative) and so far 10243 persons have been released from Institutional Quarantine (Cumulative). 

INDIA
With 1329 new cases within 24 hours, a tally of 18985 confirmed cases of COVID-19 is reported in the country. As many as 3260 have been cured/discharged after recovery. Within 24 hour 44 more death totalling to 603 death is recorded in the country. 

The highest cases is recorded in Maharashtra as 4669 confirmed with 232 deaths and release of 572 after recovery. 

The next is Delhi with 2081 confirmed cases and 47 death and 431 recovery followed by Gujrat which recorded abrupt rise in number with 2066 confirmed case and 77 death with 131 discharged.  The next highest death is Madhya Pradesh with 76 death.

2144 dedicated COVID-19 hospitals have been identified at both Centre and State level which includes 755 dedicated COVID hospitals and 1389 Dedicated COVID Health Centres (DCHC).
