
SDF walkout in House to protest `CM' Golay
RAJEEV RAVIDAS, TT, 04 Jun 2019: Gangtok : The SDF staged a walkout on the first day of the new Sikkim Assembly on Monday to protest against the “illegal appointment” of SKM president P. S. Golay as the chief minister though he can't contest any election for six years following his conviction in a corruption case..
The walkout was led by SDF president Pawan Chamling, whose 25-year-old rule was ended by the SKM..
“ The main reason for doing this (walkout) was that the leader of the House is not an MLA and he does not have the right to become a legislator.The chief minister cannot remain in his post even for a moment. So, the government which has been formed (by him) is running illegally, ” Chamling told reporters, adding that the SDF would boycott the Assembly as long as Golay remained as the chief minister..
Asked if he would challenge Golay's appointment,Chamling said his party was considering it..
The walkout in the Assembly had been preceded by verbal ex changes between Chamling and members of the treasury benches. But the remarks were expunged by speaker L.B. Das, who had been elected to the post a little earlier. As the Opposition MLAs started leaving their chairs, a section of the people in the visitors 'gallery shouted against Chamling. Some of the visitors were shouting “chor, chor”.“ The manner in which a ruckus was created not just by the MLAs but even from a lobby of anti-social elements is a murder of democracy. This is the first such incident in the history of Sikkim and the Sikkim Assembly. The manner in which shouts of ' chor, chor ' were made is not only unconstitutional but also a criminal offence, ” Chamling said while pointing out that no one other than the MLAs were allowed to utter a word in the Assembly.The beginning, however,was anything but a crimonious. The first thing Golay did on entering the floor of the Assembly was to approach Chamling and greet him with folded hands. Chamling, who had walked in a little earlier and was seated, got up from his chair and shook the hands of his friend-turned-foe..
Later in his speech by which time the Opposition benches were empty, the chief minister regretted that Chamling chose not to respect the Constitution by protesting against his appointment. “ This is making a mockery of the Indian Constitution. It is sad despite being in power for 25 years, he (Chamling) cannot accept democracy ,” Golay said..
Golay will have to get him-self elected to the Assembly within six months of his assuming office. But before that ,he will have to clear legal hurdles that could come on the way. Sikkim, though, will very soon face three byelections following the resignations of three MLAs from one each of the two seats that they had won from.
