Nationwide Three-Day Bank Strike Confirmed from September 28: Customers Urged to Complete Branch Tasks Before Saturday as Five-Day Shutdown Looms
Major state-run lenders, including the State Bank of India, Union Bank of India, and Punjab National Bank, have urgently appealed to account holders to conclude all physical, branch-dependent transactions before Saturday, September 26, to prevent severe operational bottlenecks.
The nationwide strike call has been issued by the United Forum of Bank Unions, a joint umbrella confederation representing seven prominent officer and staff associations that command nearly 90 percent of the nation's banking workforce. The leadership announced that the three-day walkout will proceed unabated following the breakdown of intensive conciliation proceedings in New Delhi.
Held under the auspices of the Deputy Chief Labour Commissioner within the Union Ministry of Labour, the deliberations convened representatives from the employee forum, the Indian Banks' Association, and senior functionaries from the Department of Financial Services. Despite earnest overtures from government authorities and bank executives asking staff to defer the agitation while broader inter-agency evaluations continue, union representatives maintained that only decisive progress toward fulfilling previously negotiated settlements would forestall the shutdown.
At the very heart of the conflict lies the longstanding demand to formally introduce a five-day banking week. Labor delegates emphasize that this structural revision was negotiated, settled, and formally signed under the Bipartite Wage Settlement in March 2024, yet remains stalled without formal executive sanction.
While finance officials have noted administrative concessions, such as placing the contested Performance-Linked Incentive scheme in abeyance, union representatives contend that full implementation of the five-day workweek remains non-negotiable. The forum’s charter of demands further encompasses an overarching revision of retirement pensions, standardized dearness allowance parity for retired personnel, and an equitable pathway permitting employees enrolled under the National Pension System to transition to the legacy defined-benefit pension scheme.
Following the stalemate at the negotiating table, union leadership issued an urgent appeal across social channels, describing the forthcoming action as an uncompromising display of collective strength across every cadre and branch establishment nationwide. The upcoming three-day disruption serves as a critical escalation in a broader agitation schedule that includes plans for an indefinite, continuous strike slated to begin on October 26 if administrative deadlock continues. This follows an earlier one-day strike observed on September 11, which created pronounced backlogs in branch counter operations, physical cheque clearances, and vault transactions, experiencing notable severity in Tier-III and Tier-IV localities as well as major centers across Uttar Pradesh, Kolkata, Telangana, Goa, and Madhya Pradesh.
To mitigate nationwide operational gridlock, the Union Ministry of Finance convened an emergency assembly bringing together top executives from public sector commercial banks, regional rural institutions, the Indian Banks' Association, and the National Bank for Agriculture and Rural Development. Chaired by the Secretary of the Department of Financial Services, the review focused on deploying extensive institutional contingencies to keep core transaction channels running.
Lenders like the State Bank of India and Union Bank of India have notified the public that while rigorous efforts are underway to maintain critical services throughout the strike, physical branch counter assistance will inevitably face severe impairment. Account holders are strongly encouraged to complete all documentation-intensive and in-person banking needs prior to the weekend, while depending on internet banking, mobile applications, Unified Payments Interface rails, Customer Service Points, and Automated Deposit and Withdrawal Machines for everyday cash movements.
