Japanese Consul General Ishikawa Yoshihisa was also part of the delegation.
The meeting discussed business and cultural ties, with Roy saying the 75th anniversary of Indo-Japan relations next year would be celebrated on a large scale in Kolkata.
The delegation also discussed greater use of renewable energy in power plants to reduce tariffs and explored possible opportunities in the defence sector.
Roy said the possibility of a direct Kolkata-Tokyo flight was also discussed.
Japanese officials sought a hassle-free working environment for companies operating in Bengal.
Roy said such an environment should be ensured for Japanese firms just as it was expected for Indian companies.
