Darjeeling MP Raju Bista joined the event, welcoming these targeted community welfare, infrastructure, and educational interventions, while simultaneously presenting an extensive development and governance roadmap during a high-level multi-stakeholder address.
Addressing community needs in remote frontier villages, the state government and WBSEDCL introduced several high-impact CSR initiatives tailored to enhance rural accessibility and learning infrastructure:
Educational Mobility and Institutional Aid: WBSEDCL formally handed over a dedicated school bus to Jaldhaka Higher Secondary School to assist students traveling from remote terrain. Concurrently, a monthly welfare grant of ₹15,000 was approved for Jaldhaka Basic School in Jholung to bolster institutional operations and student welfare.
Rural Electrification and Infrastructure for FY 2026–27: Plans were confirmed to install 100 solar-powered street lights along critical transit corridors linking Maneybhanjang, Gorkhey, and Somanden, directly illuminating 27 adjacent villages under Rimbik-Lodhoma Samasti. In addition, a 2.13-km stretch of rural village road at Chewribotay (Rimbik GP) will be developed and upgraded, while a 3.80-km bituminous road section connecting Relling Bazar to Dangia Intake in Bijanbari Block will undergo complete repair.
Consumer-Centric Power Reforms: The Chief Minister directed WBSEDCL to transition electricity billing from a quarterly schedule to a predictable monthly billing cycle starting January 2027—a decision welcomed by consumers for enhancing financial transparency. Official confirmation was also given that the adoption of smart meters remains strictly optional for domestic households. Furthermore, surplus CSR allocations have been earmarked to upgrade and reinforce ASHA, ICDS, and Anganwadi centers, specifically prioritizing infrastructural enhancements to community kitchens.
Parallel to these utility rollouts, MP Raju Bista addressed gathered citizens, public representatives, and civic leaders in Jholung, acknowledging that while the Gorubathan and Jaldhaka regions have long generated substantial state revenue, local public infrastructure has historically lagged behind regional contributions. To bridge these deficits, Bista detailed a suite of upcoming structural, administrative, and civic projects:
Administrative Restructuring: A formal proposal is under active consideration to bifurcate the expansive Gorubathan Block into two distinct administrative jurisdictions. The proposed new administrative unit would encompass Jaldhaka, Kumai, Jholung, Bindu, and Todey-Tangta alongside surrounding settlements, bringing frontline administrative machinery and welfare schemes directly to local residents.
Healthcare Expansion: To serve tea garden communities, dedicated mobile medical vans will be deployed to all six tea estates under Gorubathan Block, backed by the establishment of a fully equipped, permanent fire station at Jholung.
Youth Empowerment and Sports: Strategic investments will focus on constructing a regional sports stadium and establishing an IT Park within Gorubathan to spur local employment generation, entrepreneurship, and specialized skill development.
Civic and Educational Upgrades in Samsing: Concrete proposals are moving forward to establish a new High School in Samsing, paired with a dedicated Aadhaar Centre to streamline citizen identity verification and public documentation services.
Following the formal inaugurations and announcements, MP Raju Bista engaged in an interactive session with local elected representatives, non-governmental organizations, social welfare groups, and prominent regional figures from the Dooars, Kalimpong hills, and Terai belts to resolve localized grievances, deliberate on environmental sustainability, and ensure the rapid, time-bound execution of all announced infrastructure works.
