Kalimpong Launches Digital Self-Enumeration Drive as Census 2027 Begins Across West Bengal

KalimNews, August 1, 2026, Kalimpong: The first phase of Census 2027 officially commenced across West Bengal today, marking the state's participation in India's largest population and housing survey. While several other states and Union Territories had already begun the exercise earlier, West Bengal joined the nationwide initiative from August 1.

The Census of India 2027 is being conducted in two major phases—Houselisting and Housing Census followed by Population Enumeration. This edition of the Census is particularly significant as it is India's first-ever fully digital census, introducing mobile-based data collection, an online self-enumeration portal, and a centralized digital management system designed to improve efficiency, accuracy, and transparency.

The first phase, known as the Houselisting and Housing Census (HLO), is being conducted between April 1 and September 30, 2026. Every State and Union Territory will carry out the survey during a continuous 30-day period notified by the respective governments. Before the traditional house-to-house enumeration begins, citizens are being given a 15-day opportunity for online self-enumeration, allowing them to submit their household details through the official Census portal.

The second phase, Population Enumeration (PE), is scheduled to take place across most parts of the country in February 2027. However, in snow-bound and geographically challenging regions—including Ladakh and selected areas of Jammu & Kashmir, Himachal Pradesh, and Uttarakhand—the exercise will be conducted earlier in September 2026 due to climatic conditions.

During the second phase, enumerators will collect comprehensive information relating to every individual, including demographic, social, economic, educational, and migration details. For the first time in several decades, the Census will also include a nationwide caste enumeration, making the exercise one of the most comprehensive demographic surveys ever undertaken in India.

To mark the beginning of the self-enumeration campaign in the district, the Kalimpong District Administration formally flagged off the Census 2027 Self-Enumeration Drive at the Treasury Conference Hall, District Magistrate's Office Complex.

The inaugural programme was attended by Hon'ble District and Sessions Judge Utpal Mishra, District Magistrate Kuhuk Bhushan (IAS), Superintendent of Police Aparajita Rai (IPS), Divisional Forest Officer Swarnadipta Rakshit (IFS), Additional District Magistrate (Census) Sudipta Das, WBCS (Executive), Additional District Magistrate (General) Rajendra Raj Sundas, WBCS (Executive), and Sub-Divisional Officer, Kalimpong Sadar, Soumyo Ghosh, WBCS (Executive).

Representatives of the Kalimpong Press Club, Rotary Club, Lions Club, GDNS, HORAK, and several other organisations also took part in the programme. Participants successfully completed the online self-enumeration process using their own mobile devices and received their unique Self-Enumeration Identification Numbers upon completion.

The District Administration has appealed to residents to actively participate in the Self-Enumeration period from August 1 to August 15, 2026, before field enumerators begin visiting households. A comprehensive district-wide awareness and assistance programme has been planned to encourage maximum public participation.

The administration has also expressed confidence that elected representatives, heads of various government departments, journalists, renowned sportspersons, artists, singers, social workers, and social media influencers will play an important role in spreading awareness about the Census and motivating citizens to complete the self-enumeration process.

It was highlighted an important technical point for participants, while filling out the online self-enumeration form, respondents should enter the PIN Code of the district headquarters rather than the PIN Code of their respective localities wherever the portal requires the district PIN Code.

The Census of India 2027 aims to cover the entire population of the country through modern digital technology. Enumerators will collect information using a specially developed mobile application, while citizens also have the option of completing the process independently through the official self-enumeration web portal. A dedicated digital platform has been created to monitor, manage, and coordinate every stage of the Census operation nationwide.

The questionnaires for the Houselisting and Housing Census have already been officially notified, while the detailed questionnaire for the Population Enumeration phase will be issued before the commencement of the second phase.

The first phase focuses on collecting information about housing conditions, household characteristics, basic amenities, and assets available to each household. The second phase will gather detailed information relating to individual residents, including age, gender, education, occupation, migration, socio-economic status, and other demographic particulars, along with caste-related information.

The reference date for Census 2027 will be 12:00 midnight on March 1, 2027, for all States and Union Territories except the Union Territory of Ladakh and the snow-bound non-synchronous areas of Jammu & Kashmir, Himachal Pradesh, and Uttarakhand. For these regions, the reference date will be 12:00 midnight on October 1, 2026.

The Census is being conducted under the provisions of the Census Act, 1948, and the Census Rules, 1990, along with subsequent amendments. Authorities have reiterated that all information collected from individuals will remain strictly confidential. Only aggregated statistical data will be published, and no personal information will be disclosed.

State Governments and Union Territory Administrations continue to play a vital role in ensuring the successful implementation of the Census. Their responsibilities include appointing Census officials, supervising field operations, monitoring progress, verifying data, and coordinating all activities required for the smooth completion of this nationwide exercise.

As India's first digital Census moves forward, public participation through self-enumeration is expected to make the process faster, more accurate, and more inclusive, while strengthening the country's demographic database for future planning and development.
