West Bengal Reopens Utsashree Transfer Portal After Nearly Four Years, Teachers Seek Clearance of Pending Applications
According to officials, the portal has resumed accepting transfer applications in accordance with the existing provisions of the West Bengal School Service Commission (General Transfer, Transfer on Special Ground and Re-allocation) Rules, 2015. The decision is expected to benefit thousands of teachers and non-teaching staff who have been awaiting transfers for several years.
The School Education Department, in an official notification, stated that transfer applications through the Utsashree portal had remained suspended since September 2022 due to exceptional circumstances. The prolonged suspension was primarily linked to the large-scale recruitment process for teachers as well as Group C and Group D employees in government schools.
With the reopening of the portal, eligible teachers can once again submit applications under all categories of transfer as permitted by the existing rules.
While the announcement has been welcomed by many educators, several teachers' organisations have urged the government to address long-pending transfer applications before processing new requests.
A senior representative of the Bengiya Shikshak O Shikshakarmi Samiti said that reopening the portal was a positive step but emphasized that applications pending since 2021 should be disposed of first to prevent future legal complications.
The representative pointed out that although the portal was officially suspended in September 2022, transfer applications continued to be accepted until December 2022. Thereafter, only applications for mutual transfers were permitted, while all other categories of transfers remained on hold.
The organisation also noted that mutual transfer applications continued to be accepted until June 30, 2026, yet no transfers under that category have been implemented so far. It urged the authorities to resolve all pending cases before initiating the processing of fresh applications, ensuring a transparent and fair transfer process for all eligible employees.
