KalimNews, June 10, 2026, Kalimpong: A significant development in the ongoing efforts to address the long-standing political issues of the Darjeeling Hills took place when Gorkhaland Territorial Administration (GTA) Chief Executive Anit Thapa met the Centre-appointed interlocutor, Pankaj Kumar Singh, at the Takdah Forest Guest House in R.R. Block.

The meeting was held at the invitation of Singh, who was appointed by the Union Government to facilitate dialogue on the unresolved Gorkha-related issues in the Darjeeling Hills, Terai and Dooars regions. According to Anit Thapa, the discussion took place in his official capacity as the Chief Executive of the GTA and focused on the future course of action for the Hills and the steps required to move the dialogue process forward.

The nearly 45-minute meeting primarily revolved around the search for a permanent political solution to the issues of the Darjeeling Hills. Both sides exchanged views on the aspirations of the people and the possible pathways toward a lasting settlement. Thapa described the interaction as cordial and constructive, noting that the interlocutor approached the discussions with a positive mindset and a genuine interest in the welfare and development of the Hills.

He stated that the atmosphere of the meeting was friendly and encouraging, expressing hope that meaningful dialogue could pave the way for progress on issues that have remained unresolved for decades.

The meeting assumes added political significance in light of the changing political landscape following the recently concluded West Bengal Assembly elections. Before the elections, Anit Thapa had publicly criticised the Centre’s move to appoint an interlocutor, alleging that the initiative was intended to influence hill voters. At that time, he had accused the interlocutor’s visit to the Darjeeling Hills of being politically motivated and aimed at misleading the people ahead of the polls.

However, the latest meeting between the GTA Chief and the interlocutor reflects a notable shift in approach after the Bharatiya Janata Party’s victory in the state elections, including its success in the hill constituencies. Political observers view the interaction as an indication that all stakeholders may now be willing to engage more actively in the dialogue process initiated by the Union Government.

Pankaj Kumar Singh is a retired Indian Police Service officer with an extensive career in national security and administration. He previously served as Director General of the Border Security Force (BSF) and later held the important position of Deputy National Security Adviser to the Government of India.

In October 2025, the Union Government appointed Singh as the official interlocutor to initiate and oversee discussions on the long-pending political, constitutional and administrative issues concerning the Gorkha community. His mandate includes consulting political parties, social organisations, community groups and other stakeholders to explore a mutually acceptable and sustainable solution.

The dialogue process covers several key demands that have shaped hill politics for decades. These include the demand for a separate state of Gorkhaland, proposals for Union Territory status, greater administrative and political autonomy for the region, Scheduled Tribe status for certain left out Gorkha communities, and reforms relating to governance in the Hills through institutions such as the Gorkhaland Territorial Administration (GTA).

Before the 2026 Assembly elections, Singh initiated a series of consultations across the Darjeeling Hills. During his visits, he met leaders from various political parties and civil society organisations. Several groups directly submitted memoranda outlining their aspirations, with some strongly advocating for a separate Gorkhaland state while others proposed a Union Territory with legislative powers.

The Union Ministry of Home Affairs launched the structured dialogue process and entrusted Singh with the responsibility of gathering opinions from all sections of society and preparing recommendations for the Central Government. His appointment generated considerable political debate across the region.

The Bharatiya Janata Party welcomed the initiative, describing it as an important step towards achieving a permanent political solution to the Hills issue. On the other hand, the then Trinamool Congress government and some regional leaders questioned the timing of the appointment, arguing that the process had been initiated without adequate consultation with the state government and was linked to the electoral calendar.

Throughout the consultation process, Singh engaged with representatives from different political camps, including the Gorkha Janmukti Morcha and several other hill-based organisations, seeking to understand their perspectives on the future political and administrative status of the region.

Although no final agreement or settlement was announced before the Assembly elections, the consultation process succeeded in bringing diverse stakeholders to the discussion table and keeping the question of a permanent political solution at the forefront of public discourse.

Following the elections, the dialogue process has continued. West Bengal Chief Minister Suvendu Adhikari has indicated that the state government is prepared to cooperate with the Centre-led initiative, raising expectations that discussions may gain renewed momentum in the coming months.

Against this backdrop, the meeting between Interlocutor Pankaj Kumar Singh and GTA Chief Executive Anit Thapa is being viewed as an important step in reviving efforts toward a comprehensive and lasting political settlement for the Darjeeling Hills. While many challenges remain, the constructive tone of the discussions has generated cautious optimism that meaningful progress may be possible through sustained dialogue and cooperation among all stakeholders.
