Bengal Welfare politics organisational might SIR factor shape TMC''s prospects

PTI, March 15, 2026, Kolkata :  As West Bengal heads into another high-stakes assembly election following the EC's announcement of the poll schedule, the ruling TMC needs to navigate a complex political terrain shaped by incumbency, welfare-driven support, organisational muscle and a polarised opposition.

While Chief Minister Mamata Banerjee’s party continues to command a formidable grassroots network and a loyal beneficiary base built over more than a decade in power, the election is unfolding amid a fierce political battle over the Special Intensive Revision (SIR) of electoral rolls- an issue the party has sought to frame as a potential attempt to disenfranchise sections of voters.

Against this backdrop, its electoral fortunes will depend on how effectively it capitalises on its strengths, mitigates vulnerabilities and responds to emerging political challenges in what promises to be one of the most closely watched contests in the country.

Strengths

The TMC’s most significant strength remains the towering persona of Banerjee, whose grassroots image and combative style continue to dominate Bengal’s political narrative. Over the years, she has successfully positioned herself as both a regional protector and a national opposition voice, a strategy that often helps consolidate diverse social groups under the TMC banner during polls.

Another key advantage for the party is its formidable organisational structure extending from the state leadership to booth-level workers across rural and urban Bengal.

This network - strengthened through panchayat bodies, municipal boards and local committees - enables the party to mobilise voters effectively.

During the SIR exercise, the TMC activated its grassroots machinery to monitor the process and ensure that its support base remains intact.

Equally crucial is the TMC’s expansive welfare architecture, which has created a large beneficiary base across the state. Schemes such as Lakshmir Bhandar, Kanyashree and Swasthya Sathi have strengthened its connect with women, rural voters and economically weaker sections. By linking welfare delivery with concerns over the SIR process, the TMC is trying to reinforce the narrative that safeguarding voter rights is essential to protect the scheme benefits received by electors.

Weaknesses

The TMC faces anti-incumbency after 15 years in power. Discontent over local governance issues, allegations of corruption and dissatisfaction with grassroots leaders have surfaced in several districts.

These sentiments, though uneven across the state, provide the opposition with a narrative that seeks to portray the ruling party as increasingly detached from ground realities.

Factionalism within the party remains another challenge. Rivalries among district leaders and competition for political influence have occasionally led to public spats, particularly during local elections. Such tensions could undermine organisational cohesion at a time when the party needs a unified structure to effectively respond to the political implications of the SIR process. The SIR itself presents a potential vulnerability for TMC.

The party has alleged that the revision could lead to the exclusion of genuine voters, particularly among minority and marginalised communities that form a key part of its electoral base. While the party has used this concern to rally support, any large-scale deletion could create uncertainty within its support base.

Opportunities

The SIR controversy presents the TMC with a political opportunity to mobilise its core constituencies. By projecting itself as a defender of voter rights, it is attempting to consolidate support among communities that fear disenfranchisement.

This strategy allows the TMC to frame the poll not just as a political contest but as a larger struggle to safeguard democratic participation. The party also stands to benefit from its dominance among women, who have emerged as a decisive electoral bloc in recent polls.

Welfare schemes have created a strong emotional and economic connection with this segment. If the party successfully links the benefits with the narrative of protecting voter rights, this could consolidate its support base.

Additionally, the fragmented nature of the opposition space could work in the TMC’s favour. If anti-incumbency votes are split among rival parties, the ruling party could retain its advantage in many constituencies.

The TMC leadership is also seeking to turn the SIR issue into a broader campaign theme.

Threats

The most formidable threat to TMC comes from the BJP, which remains the principal challenger. The BJP has expanded its organisational footprint in the state and continues to target the ruling party on issues such as corruption, governance and law and order.

The SIR exercise has also become a major political flashpoint, with the saffron camp arguing that the revision is necessary to ensure transparency in voter rolls. Another challenge arises from central agencies' probes into alleged corruption cases involving some TMC leaders.

These cases have provided opposition parties with a sustained line of attack. Even if the party dismisses the allegations as politically motivated, the issue could influence voter perceptions. Finally, the uncertainty surrounding the SIR process could reshape electoral dynamics.
