Kalimpong Administration and Tourism Associations Collaborate for Sustainable Tourism Development
KalimNews, Kalimpong, 5 August 2024: The administration is keen to consider and consult stakeholders for the sustainable tourism development in Kalimpong District. Subramanian T, the District Magistrate of Kalimpong, stated that the administration is eager to work jointly with the association for the development of tourism and solving the problems faced by people related to this sector, while responding to a delegation of 11 tourism associations.
A memorandum was submitted during a joint representation given to the District Magistrate of Kalimpong today by the office-bearers and representatives of the Kalimpong District Tourism Welfare Society (KDTWS), Gorubathan Tourism Development Society (GTDS), Homes Deolo Sangsay Eco Tourism and Home Stay Association (HDSETHA), Loleygaon Kafer Homestay Welfare Association (LKHWA), KITAS, Sangsay Homestay Association (SHA), NCT Tourism, Kalimpong Homestay, Rongo Tourism Association (RTA), Kumai Eco Friendly Tourism Society (KETS), Todey Tangta Tourism Association (TTTA), and Hotel and Restaurant Association of Kalimpong (HORAK).
Kalimpong District Tourism Welfare Society drew the attention of the district administration to several key issues concerning the sustainable development of tourism in Kalimpong District with suggestions. The points were forwarded to address the issues to promote responsible and eco-friendly tourism.
The memorandum requested the government and administration to implement strict regulations to prevent homestay properties from being leased out and to cancel the registration of those that are leased. It explained that some government-registered homestay owners are leasing out their properties to unregulated parties, which can undermine the quality and authenticity of the homestay experience, potentially damaging the region's tourism sector. Leasing out a homestay is against the spirit and concept of homestay tourism. Ensuring that tourists receive an authentic and consistent experience, with local hosts directly involved in hospitality, will protect the integrity of the sector.
Regarding the promotion of alternative/experiential tourism such as adventure, agricultural, cultural, religious, and eco-tourism, it explained that Kalimpong District offers immense potential for such activities. The district can attract tourists seeking unique and thrilling experiences with activities such as trekking, rock climbing, paragliding, water sports, camping, and mountain biking. The associations proposed the establishment of designated adventure and eco-tourism zones with proper safety measures, trained guides, and adequate infrastructure, which would enhance tourist experiences and generate additional revenue and employment opportunities for local communities.
For homestays that are not registered, especially those in tea gardens, forest villages, and cinchona plantations, it proposed that they be registered. Many areas fall under these categories, and residents, despite living there for generations, are denied land rights and the necessary No Objection Certificates from concerned departments. Consequently, homestays in these areas cannot get registered and are deprived of many government facilities.
The proposal also included the categorization of homestays in the GTA area according to the facilities they provide to guests, similar to criteria followed by Indian and state governments. This would create uniformity in tariffs and offer a wider range of choices for guests.
The organizations expressed their willingness to organize seminars, workshops, and training sessions to equip local people in the homestay business. They emphasized the importance of conducting these trainings locally to ensure relevance and effectiveness.
The delegation proposed organizing Himalayan Fests, Tourism Fests, and other events to promote Kalimpong in collaboration with the administration, GTA Tourism department, and local associations.
The memorandum also highlighted the importance of preserving natural resources, including rivers, forests, and popular tourist spots. It urged the implementation of a comprehensive ban on single-use plastics and bottles within these areas and suggested providing eco-friendly alternatives and setting up adequate waste management systems. Educational campaigns to raise awareness among tourists and locals about the importance of maintaining cleanliness and respecting natural habitats were also proposed.
These measures aim to contribute significantly to the sustainable development of tourism in Kalimpong District, ensuring that it remains a vibrant and attractive destination for future generations.
