Hamro Party president Ajoy Edwards has claimed the appointment of a 2nd States Reorganisation Commission (SRC-II) as an institutional mechanism to look into and accommodate different evolving political aspirations based on empirical facts, including the aspirations of the Gorkhas.
“The recommendation of the first States Reorganisation Commission (SRC-I) under the chairmanship of retired SC judge Fazal Ali had led to the creation of 14 new states and 6 UTs in 1956,” Mr Edwards added.
Secondly, according to Mr Edwards, political representation for the Gorkhas in the Parliament and the state legislatures in line with their growing population and in the light of the 84th Constitutional Amendment Act 2002 that has frozen all the Lok Sabha and Assembly seats till 2026. Additionally, consideration of past decisions such as the exchange between Mal and Chopra to rectify historical injustices.
“An interim form of regional autonomy modelled along Article 244A, which has provisions for an “autonomous state” having the power to make laws in all items enumerated in the state list and the concurrent list. The funds for this body will be appropriated directly from the consolidated fund of India (CFI) on the recommendation of the finance commission,” Hamro Party president Mr Edwards said, adding, “To avoid civil unrest between the tribes and the non-tribes this article further needs to be supplemented with the inclusion of all the left out communities in the list of ST’s. This body will serve as an interim constitutional structure till statehood is achieved.”
