State government empowers GTA for recruitment under the Gram Panchayat and Panchayat Samiti

PR, KalimNews, Darjeeling, 29 August 2023 : Panchayats and Rural Development Department of the West Bengal government has empowered Gorkhaland Territorial Administration (GTA) to make recruitment under the Gram Panchayat and Panchayat Samiti of the two districts Darjeeling and Kalimpong. 

In an order issued on 28 August 2023 by the said department of the Government in exercise of power conferred under Section 212 of the West Bengal Panchayat Act, 1973. for the purpose of recruitment through Employment Exchange or open advertisement in the newspapers or by promotion or otherwise to fill up the posts under the establishment of Gram Panchayat, Panchayat Samiti and Zilla Parishad/Mahakuma Parishad of this State. 

The order states that the District Level Selection Committee (DLSC) has been reconstituted for the hill areas in each of the districts of Darjeeling and Kalimpong falling for recruitment under the Gram Panchayat and Panchayat Samiti.

The order states that the DLSC is constituted by a) Chief Secretary- Chairman of GTA, b) Deputy Chairman- District Magistrate, c) Member- An SDO of the district nominated by the District Magistrate, d) Member Secretary- District Panchayat and Rural Development Officer, e) Member- Executive Engineer GTA (For recruitment to technical posts only), f) Member- One woman WBCS (Exe.) officer nominated by the District Magistrate, g) Member from minority community nominated by the District Magistrate- One WBCS (Exe.) Officer, h) Member- One Nodal Officer not below the rank of Joint Secretary nominated by ACS/Principal Secretary/Secretary, Panchayat and Rural Development Department.

It further added two clauses that one Member in the District Level Selection Committee must be an officer belonging to SC/ST/OBC Community and presence of any four Members shall form a quorum. but the meeting shall be void if both the Chairperson and the Member Secretary remain absent.

The DLSC will follow the recruitment rules framed by the state government under the department and may appoint Executive Assistant, Secretary, Job Assistant, Clerk, Computer Operator, Group D, Peon, Nirman Sahayak, Gram Rozgar Sahayak, Sahayak, Karmi and others in the office of the Gram Panchayats and Panchayat Samitis.
