Cyclone Warning for West Bengal...less impact expected in Sub Himalayan West Bengal and Sikkim.. may have heavy rain

KalimNews, Kalimpong: Bulletin issued by India Meteorological Department and Regional Meteorological Centre, Alipur at 0715HRS and 030HRS IST of 20 May 2020: The Super Cyclonic  Storm ‘AMPHAN’ (pronounced  as UM-PUN) over Westcentral Bay  of  Bengal moved north-northeastwards with a speed of 20kmph during past 06 hours and lay centred at 2030 hrs IST  of 19th May,  2020 as  an Extremely  Severe  Cyclonic  Storm over Northwestand  adjoining Westcentral Bay  of  Bengal near  latitude 18.1°N  and  longitude  87.1°E,about 250km nearly south  of Paradip  (Odisha), 390km  south-southwest  of  Digha  (West  Bengal)  and 540km south-southwest  of Khepupara (Bangladesh).
It  is  very  likely  to move  north-northeastwards  across  northwest  Bay  of Bengal and cross West Bengal –Bangladesh  coasts  between Digha (West  Bengal) and  Hatiya  Islands (Bangladesh) close  to  Sundarbans during Afternoon to  Evening  hours of  20th May  2020 with  maximum sustained wind speed of 155-165kmph gusting to 185kmph.The system  is now being continuously tracked by  the  Doppler  Weather Radar (DWR) at Vishakhapatnam (Andhra Pradesh), Paradip (Odisha) and Gopalpur (Odisha).

WARNINGS:
(1) Heavy rainfall Warning:
Gangetic West Bengal:Coastal districts  of  Gangetic  West  Bengal  (East  Medinipur,  South  &  North  24  Parganas)  are  likely  to experience  light  to  moderate  rainfall  at  many  places tonight.Rainfall  intensity  is  likely  to  increase gradually and become maximum on 20th May.Rainfall at most places with heavy to very heavy falls (07-20cm) ata few places over all the districts of Gangetic West Bengal with extremely heavy falls(>20  cm)at East &  West Midnapur,  North  &  South  24  Paraganas,  Howrah,  Hooghly and  Kolkata of Gangetic West Bengal on 20th May.Heavy rain at one or two places over North & South 24 Parganas, Nadia and Murshidabad districts of Gangetic West Bengal on 21st May, 2020.
Sub-Himalayan West Bengal:Light to moderate rainfall at most places with heavy to very heavy falls (07-20cm)at a few places over Malda,  North  &  South  Dinajpur  on  20th May,2020  and overall the  districts  of  Sub-Himalayan  West Bengal & Sikkim on 21st May, 2020.

(ii)Fishermen Warning:Fishermen  are  advised  not  to  venture  into NorthBay  of  Bengal along  and off  North Odisha, West Bengal and adjoining Bangladesh coasts upto 21st May, 2020.
(iii)Wind Warning:
Gangetic West Bengal:Squally wind speed  reaching 55 to 65  kmph  gusting to 75 kmph is  likely to commence  along and  off West  Bengal  coast  from tonight.  The  wind  speed  will  gradually  increase  becoming  gale  wind  speed reaching 75  to  85  kmph  gusting  to  95  kmph from  20th morning  along  and  off districts  of North  & South  24-Parganas, East Midnapur,  Howrah,  Hooghly, Kolkata districts  of West Bengal.  It  will gradually increase thereafter becoming110 to 120 kmph gusting to 130kmph over WestMidnapur, Howrah, Hooghly, Kolkata districts of West Bengal and wind speed of 155 to165 kmph gusting to 185kmph over the districts of North & South 24-Parganas and East Midnapur from the afternoon to night of 20th May 2020. Rest districts of Gangetic West Bengal will experience wind speed of 45 to 55 kmph gusting to 65 kmph likely on 20th May,2020 afternoon to evening.
Sub-Himalayan West Bengal:Squally wind speed reaching 40to 50kmph gusting to 60kmph is likely to commence over districts of Malda and North & South Dinajpur likely to commence from afternoon /night of 20th May,2020.

(iv)Deep Sea area wind warning : Gale wind  speed  reaching 190-200 gusting  to  220  kmphis  prevailing over westcentral and  adjoining northwestBay of Bengal. Gale  wind speed reaching 170-180 gusting to 200kmph is  likely to prevail over northern parts  of central Bay of Bengal and adjoining North Bay of Bengal from the morning of 20th May. It will gradually decrease  becoming 155-165 kmph gusting to 185kmph over NorthBay of Bengal during landfall.

(v)Sea condition: Sea condition is Phenomenal and is veryl ikely to continue for next 12hours over Westcentral Bay and adjoining northwestBay of Bengal.It will become Phenomenal over north Bay of Bengal and adjoining central Bay of Bengal from morning of 20th May 2020.

(vi)Storm Surge expected: Storm  Surge  of  about 4-5meters above  Astronomical Tide  is  likely  to  inundate  low lying  areas  of south & north 24 Parganas and about 3-4 meters over the low lying areas of East Medinipur District of West Bengal during the time of Landfall (figure enclosed). 

(v)Port Warning: Great Danger Signal -10  kept hoisted at Hooghly Port and Sectional Signal No. II& III replaced by Sectional Signal No. II& I at Sagar Island Port.


(vi)Warning for Kolkata and adjoining Area :Light to moderate rain with squally wind speed reaching 75-85 kmph gusting to 95 kmph during morning hours of 20th May, 2020.Heavy to very heavy rain accompanied with gale wind speed 110-120 kmph gusting to 130 kmph during the time of landfall ( 20th May, 2020 afternoon to night).

(vii)Damage Expected and Action suggested:West Bengal (East Medinipur, South & North 24 Parganas, Howrah, Hoogli, Kolkata districts) 

Damage Expected:
Extensive  damage  to  all  types  of  kutcha  houses,  some  damage  to  old  badly  managed  Pucca structures. Potential threat from flying objects.
Extensive uprooting of communication and power poles.
Disruption of rail/road link at several places.
Extensive damage to standing crops, plantations, orchards. 
Blowing down of Palm and coconut trees.
Uprooting of large bushy trees.
Large boats and ships may get torn from their moorings.

Action Suggested:
Total suspension of fishing operations upto 21st May 2020. 
Diversion or suspension of rail and road traffic.
People in affected areas to remain indoors. Mobilise evacuation from Low lying areas.
Movement in motor boats and small ships not advisable.
Total suspension of water borne activities in beach areas of West Bengal coast.
All the establishment and market of Kolkata and adjoining area may be closed and public movement may be restricted on 20th May 2020.

(viii)Post Landfall Outlook:After the landfall the system is  very likely to continue  to move  north-northeastwards, across Gangetic West  Bengal &  Bangladesh  and  weaken  gradually.  It  is  likely  to  maintain  the  intensity  of  Cyclonic Storm  till  the  morning  of  21stMay  and  thereafter  it will weaken  into  a  Deep  Depression  over Bangladesh.Under  its  influence  gale  wind  speed  reaching 70-80  kmph gusting  to  90  kmph likely  over  interior Districts (Murshidabad & Nadia) of Gangetic West Bengal during 20th night to 21st morning.Light to moderate rainfall at most paces  with isolated heavy falls  very likely over interior Districts  of Gangetic West Bengal on 21st May, 2020.Light to moderate rainfall at most places with heavy to very heavy falls at a few places over Malda & Dinajpur districts on 20th May and over most of the districts of Sub-Himalayan West Bengal & Sikkim on 21st May, 2020.

(ix)Damage Expected and Action suggested for interior districts of Gangetic West Bengal.
(i)  Minor  damage  to  power  and  communication  lines.  
(ii)  Major  damage  to  Kutcha  and  some damage to Pucca roads. 
(iii) Breaking of tree branches, uprooting of small trees. 
(iv) Damage to banana and papaya trees. 
(v) People in affected areas to remain indoors.
