PIB, 04 FEB 2020, Delhi: Union Minister of State for Home Affairs, Shri Nityanand Rai, in written replies to questions regarding preparation and updation of National Population Register (NPR), in Lok Sabha today, said that population register is a register containing details of persons usually residing in a village or rural area or town or ward or demarcated area within a ward in a town or urban area.
NPR was first prepared in 2010 and updated in 2015. In pursuance of Sub - rule (4) of Rule 3 of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003, framed under the Citizenship Act, 1955, Central Government decided to prepare and update the population register during April to September, 2020 throughout the country, except Assam, for collection of information relating to all persons usually residing in village or town.

Replying to the question of compulsory collection of documents while updation of NPR, Shri Rai stated the demographic and other particulars of each family and individual are to be updated/collected. No document is to be collected during the exercise; Aadhaar number is collected voluntarily.

Further, no verification is done to find individuals whose citizenship is doubtful, during the exercise. The respondent has to provide information for NPR updation true to the best of his knowledge and belief. The Government is in discussion with the States having concerns in regard to the preparation of NPR, the Minister added.

On the question regarding preparation of National Register of Citizens, Shri Rai said that till now, the Government has not taken any decision to prepare National Register of Indian Citizens (NRIC) at the National level.

PIB, 8-December-2018: The Citizenship Act, 1955 provides for  compulsorily registration of every citizen of India and issuance of National Identity Card to him. The Citizenship Rules, 2003 framed under the Citizenship Act, 1955 prescribe the manner of preparation of the National Register of Citizens.  There is a special provision under the Rules to prepare National Register of Citizens (NRC) in Assam which is application based and distinct from the rest of India where the process is enumeration based. The applications for preparation of NRC in Assam were invited in May-August, 2015 and after necessary scrutiny & verification, the draft NRC has been published on 30th July, 2018. After the publication of draft NRC, the process of filing claims & objections on the draft NRC has started on 25.09.2018 and will remain open upto 31.12.2018 whereafter the verification process will  commence from  15.02.2019 in accordance with the directions of the Hon’ble Supreme Court.  Any person, who does not find his/her name in the draft NRC may file the claims. Similarly, any person can file objections in respect of inclusion of any name in the draft NRC list. Total number of persons included in the draft NRC is 2,89,83,677 out of 3.30 crore.  Hon’ble Supreme Court of India is monitoring the NRC process in the State of Assam.

PIB, 21 April 2015: The Citizenship Act, 1955 provides the Central Government to compulsorily register every citizen of India and issue Multipurpose National Identity Card (MNIC) to him. It has been decided that National Population Register (NPR) should be completed and taken to its logical conclusion, which is the creation of National Register of Indian Citizen (NRIC) and National Identity Cards would be issued to Citizens by verification of citizenship status of every usual resident in the NPR. The proposals for the same are under consideration of the Government.

The process of social vetting by Gram Sabha and Ward Committees is one of the steps in the creation of National Population Register (NPR) in the country. The first step involves the collection of information on specific characteristics of all usual residents by Government servants duly designated for this purpose. The second step involves the creation of a digitised database of each resident. Next, photographs, 10 finger prints and IRIS of all usual residents who are of age 5 years and above is collected with reference to the digitised database and in the presence of designated Government servants. After this, the database is sent to the UIDAI for de-duplication and generation of Aadhaar numbers. This ensures that the database does not contain any duplicates. Following this, the details are printed out in the form of Local Register of Usual Residents and displayed in the local areas for scrutiny by the public and invitation of claims and objections for a period of 21 days. All claims and objections are to be heard by the local officials designated for this purpose. There is also provision of appeal to higher level officials. Thus, the claims and objections would be looked into by revenue officials like Patwari or Talati who have been designated as the Local Registrars, Tehsildars, who are designated as Sub-district Registrars and the Collectors/ DMs who are designated as District Registrars. Simultaneously, the LRUR is also placed before the Gram Sabhas and Ward Committees for vetting. Instructions have also been issued that the lists should be scrutinized by the local police and revenue officials. The LRURs duly authenticated and de-duplicated when aggregated at the National level forms the National Population Register. This process has been evolved after extensive consultation and discussion with all stake holders including the State Governments. Thus, the process involved in creation of NPR is comprehensive and includes verification at several stages.

The National Population Register (NPR) is a Register of Usual Residents. It would contain citizens as well as non-citizens. The objective of creating a NPR is to net all usual residents of the country at a given point of time. This would serve as the mother database for creating the National Register of Indian Citizens (NRIC) by verifying the citizenship status of each and every resident.

This was stated by the Minister of State for Home Affairs, Shri Haribhai Parathibhai Chaudhary in a written reply to a question by Shri Ramsinh Rathwa in the Lok Sabha today.

PIB, 26 November 2014: The National Population Register (NPR) is a register of all the usual residents which include citizens and non-citizens as well. The NPR is the first step towards creation of National Register of Indian Citizens (NRIC) by verifying the citizenship status of every usual residents.

There is no proposal to merge the existing Aadhar database to the NPR under consideration of the Government.

The biometrics enrolment in the 12 NPR States/UTs, namely; J&K, Nagaland, Manipur, Mizoram, Meghalaya, Assam, West Bengal, Orissa, Arunachal Pradesh, Lakshadweep, Tamil Nadu and Dadra &Nagar Haveli will be completed by June, 2015.
