
Cooch Behar SP out after BJP slur...OFFICER SHIFTED TWO DAYS BEFORE VOTING

Singh is currently deployed as a police observer in Araria in Bihar. The move came two days after BJP leader Mukul Roy threatened action against the SP for "creating problems" in organising the Prime Minister's rally in the district last Sunday.
Prior to Gupta, the ECI has already removed four senior officers including police commissioners of Calcutta and Salt Lake along with SPs of Birbhum and Diamond Harbour a few days ago.
"The ECI wanted us to issue the order by Tuesday evening and we have sent compliance report to the poll panel within stipulated time frame. The ECI wanted the new SP to take over by Tuesday evening, but it appears tough as Singh could not reach Cooch Behar till Tuesday evening," said a senior government official.
Sources in the district administration said the senior officers were busy making preparations for the elections and collating all necessary data pertaining to the elections. "We have learnt that the special central police observer, Vivek Dubey, will be here on Wednesday. We don't want to take any risk and are making all arrangements," said a source.
Sources in Nabanna said that removal of the SP at the last moment could lead to trouble in conducting of polls in the district.
"From Wednesday morning, polling officials start collecting EVMs and other materials and reach their booths along with security forces. Besides, deployment of security personnel will also be done from Wednesday morning. It is tough for a new SP to handle all these processes properly as he was not involved with the process so far," said a bureaucrat.
The categorisation of booths -- highly sensitive, sensitive or normal -- is done three days ahead of the polls and deployment of forces is made based on the classification made under the supervision of the general and police observers of the constituency.
"The process has already been completed. The new SP has to monitor the deployment of forces as per schedule. But it is not an easy task for a new officer as he hardly has any idea of the district," said a senior police officer.
Senior officials in Nabanna also said that as the new SP would hardly get any time to know the district, it would be tough for him to handle a critical situation, if it occurs, during the poll day.
The removal of the SP drew strong reaction from the political circle.
Trinamul slammed the move and raised questions whether move was impartial. "The likes of Mukul Roy and Dilip Ghosh issue statements. The commission removes officials. The commission must decide whether this appears impartial," said Trinamul secretary-general Partha Chatterjee, who said the party was mulling writing to Nirvachan Sadan against the move.
