Ambulance life-saving tool poser

TT, Aug 26, 2018 New Delhi: The National Human Rights Commission has sought the Centre's response on making it mandatory for all ambulances to have life-saving equipment like oxygen cylinders and masks.

The NHRC issued a notice to the Haryana government over reports that a newborn died in an ambulance that could not reach the hospital on time as it got stuck in a political rally in Sonipat on August 22 and that it did not have oxygen supply.

The commission has directed the secretary, Union ministry of health and family welfare, to submit a report within four weeks making it mandatory for ambulances, both government and private, to have life-saving devices.

Taking suo motu cognisance of news reports, the NHRC issued a notice to the chief secretary, government of Haryana, seeking a detailed report on the death of the baby within four weeks along with details of the relief and rehabilitation provided to the family.

The state director-general of police has been directed to submit a report detailing the steps taken on the FIR and the status of the investigation.
The commission observed that TV footage had revealed that it was a government ambulance and that had the traffic been normal, the baby could have been saved and its right to life would not have been violated.

"The incident seems to be indicative of the negligence by the administration and police officers controlling the traffic," the NHRC said.

The NHRC further observed that this was not the first time a human life had been lost because of an agitation, political rally or VIP movement on roads. There is a dire need to deeply analyse the problem and take effective measures to ensure that precious human lives are not lost due to such activities and the obstruction of smooth flow of traffic, especially ambulances and other emergency-service vehicles, the commission observed.

The NHRC noted that the incident had highlighted two issues - first, lack of provisions for ensuring the passage of ambulances and second, the absence of emergency equipment in a section of ambulances.


According to the media reports, the family members of the infant have alleged that they were stuck in the traffic snarl for 45 minutes because of the rally and that the ambulance did not have provision for oxygen.
