Violent hills!
Udhyan Chamling Rai, Darjeelingtimes.com, 08 MARCH 2013: It has been broadly proved that the political violence is the ultimate upshot of the unethical culture. The consequence is always dire, we have seen it in the history as well as in recent past at our own threshold. indeed, political violence is a global phenomenon, however, so far peaceful Darjeeling hills is concerned, political violence has been never a major problem until inception of 1st phase of Gorkhaland agitation was initiated demanding separation from Bengal. Gorkhaland agitation led by Subash Ghisingh, we have witnessed crushing our own people, brother killed brother, officially 1200 martyrs recorded, unofficially 3000-3500 sacrificed their lives, had been disastrous impact in the society. Ultimately, outcome of such huge losses was the beneficial for Bengal.
Probably Subash Ghisingh never wanted to take blame on his heads of thousands of deaths of his own people. But he was deviously entrapped in the game of power from all perspectives set up by the government agencies. In fact, Sixth Schedule was not the idea of Subash Ghisingh, it was placed for an option for the DGHC after invariably failure of DGHC in twenty years.
Reluctantly, the backdrop was shaped as per Sixth Schedule status for the hills, to qualify the eligibility of 36 percent of Tribal population, Tamang and Limbu from the Gorkha community were granted Tribal Status (ST) in 2003 attaining the 34 percentage of total Tribal population in DGHC areas. Tripartite accord was signed in 2005.
However, Bengal Government was fully aware of the implication of Sixth Schedule that in the long run it will be applied as in the state of Assam. Methodical game plans instigated by the govt. machineries were so successful, Sixth Schedule – once tabled in the Parliament and its solicitor, realistically subsided from the hills at the will of people but on the interest of Bengal Government.
Under the new circumstances, second phase of Gorkhaland agitation emerged under compulsion and it was complete success largely due to non violence approach or Gandhi-badhi. However, existing leadership duped, after the violent assassination of Madan Tamang, despite complete supports from the people of Darjeeling hills, agitation has been cut short to compromise on GTA under the influence of Bengal government.
People of hills by its nature, distinctly holds tribal characteristic, night long brawl between two makes no difference for both in the morning, justifying naïveté, British government included entire Darjeeling hills communities as Tribes in the Census of 1931, mainly to save the naive hills people by the clever people from plains and also included Darjeeling hills under Excluded and Partially Excluded Areas under Govt. of India Act 1935 and Order 1936, later referred as Fifth and Sixth Schedule.
Under these provisions almost entire states of India created. Perfidiously, in course of time, Darjeeling hills people have been diluted as General and Schedule Caste and marginalized the hills populace to extinguish their right.
In ground reality, Darjeeling hills immensely needs true leader to comprehend the larger issue of the hills with solid strategies, clear vision and transparency in order to bring all the hill communities into one platform and social harmony. In a extremely small place like us, it is not the people it is the govt. machineries that make the leader, where violence is created and people befall into the victim of conspiracy, surely substantiates our failure despite our attempts for 28 times to achieve century old hills aspiration.
