Center Boosts Mountain Disaster Readiness: High-Level Review Focuses on Early Warnings and Community Safety Across Himalayan States

The assembly focused on assessing and upgrading multi-tier disaster preparedness across Himalayan States and Union Territories, specifically tackling the mounting hazards posed by Glacial Lake Outburst Floods (GLOFs) and snow avalanches.

The critical coordination session brought together Chief Secretaries and State Disaster Management Authority heads representing Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Sikkim, and Arunachal Pradesh. Key leadership and technical experts from the Ministry of Home Affairs, National Disaster Management Authority, Central Water Commission, India Meteorological Department, and the Defence Geoinformatics Research Establishment were also actively engaged to evaluate regional vulnerabilities and refine joint protocols.

Discussions centered on the evolving environmental threats facing mountain ecosystems, placing special focus on real-time surveillance of unstable glacial lakes and snow-bound passes. Participants closely analyzed mapping protocols for flood pathways, prioritized the pinpointing of high-risk settlement zones, and examined mechanisms to deliver urgent warning alerts directly to local communities without delay. Ensuring that state-level mitigation blueprints translate effectively into boots-on-the-ground action remained the central priority.

Participating states and union territories detailed their ongoing regional defense strategies, illustrating steps taken to install automated monitoring instruments, plot downstream flood channels, educate frontline populations, and position dedicated rescue machinery within sensitive sectors.

While addressing the delegates, the Union Home Secretary urged administrative bodies to maintain vigilant, year-round oversight of precarious glacial water bodies, especially through critical high-risk seasons. Emphasizing inter-agency synergy, he advised regional authorities to foster robust communication networks linking technical scientific institutes with district collectors to ensure instantaneous action whenever alerts are issued.

Mohan noted that disaster management philosophy must decisively transition away from reactive relief and lean firmly toward proactive, science-backed risk mitigation. He directed states to frequently stress-test existing evacuation logistics, locate operational loopholes beforehand, and fast-track the comprehensive GLOF mitigation project sanctioned by the Central Government in 2024. The session concluded with unified directives prioritizing institutional coordination, rapid information exchange, and dependable community safeguards to protect lives and public infrastructure across the Himalayas.
