Government to Implement ‘Gen-Z’ Probe Report; Legal Action to Extend from Former PM to Security Officials and TOB Group
The decision was taken during the first Cabinet meeting held on Friday at Singha Durbar. Government spokesperson and Minister for Education, Science and Technology Sasmit Pokharel confirmed that the Cabinet has endorsed the immediate enforcement of the recommendations made by the commission led by Gauri Bahadur Karki, which investigated the incidents surrounding the Gen-Z protests.
The commission found former Prime Minister KP Sharma Oli, former Home Minister Ramesh Lekhak, and former Inspector General of Police Chandra Kuber Khapung responsible for “criminal negligence” and failure in duty during the crackdown. It recommended legal action against them, including possible imprisonment of up to 10 years.
Beyond these senior political figures, the report also implicates a wide range of administrative and security officials. Those recommended for action include former Home Secretary Gokramanmani Duwadi, Armed Police Force Chief Raju Aryal, National Investigation Department Chief Hutraj Thapa, and Kathmandu Chief District Officer Chhabiraj Rijal.
Among Nepal Police officials, those named are Additional Inspector General Siddhibikram Shah, Deputy Inspector General Ombahadur Rana, Senior Superintendents Bishwa Adhikari and Deep Shamsher Jabara, Superintendent Rishiram Kandel, and Additional Inspector General Danbahadur Karki.
From the Armed Police Force, Additional Inspector General Narayan Datt Poudel, Deputy Inspector General Suresh Kumar Shrestha, and Superintendent Jeevan KC have also been recommended for action.
Similarly, National Investigation Department officials Krishna Prasad Khanal and Riben Kumar Gachhadar have been named in the report.
The commission further includes several Nepali Army officers in its recommendations: Brigadier General Manoj Baidwar, Colonel Diwakar Khadka, Colonel Ganesh Khadka, and Lieutenant Colonel Santosh Dhungel, all of whom were responsible for security at key state installations during the protests.
Importantly, the report also calls for investigation into a group identified as the TOB Group, described as individuals operating on motorcycles who were allegedly involved in inciting crowds and breaching public peace during the protests. The commission has recommended that this group be investigated under Section 35 of the Criminal Code.
Following the Cabinet’s decision, authorities—including the Home Ministry—have been directed to immediately proceed with implementing the recommendations concerning political leaders and other accused individuals. A separate study committee will also be formed to further examine the role of the broader security apparatus, and additional actions will be based on its findings.
The legal process will now proceed with police launching investigations based on the commission’s report. After collecting evidence, cases will be forwarded to the government attorney’s office, which will determine whether to file charges in court, with the Office of the Attorney General holding final authority over prosecution decisions.
The Cabinet has also decided to honor all known and unknown martyrs of the Gen-Z movement by paying tribute annually on September 8 and 9, alongside martyrs of earlier democratic movements. In addition, Sasmit Pokharel has been officially appointed as the government’s spokesperson, and the Cabinet has approved a reform agenda expected to be made public soon.
The move to implement the Gen-Z probe report represents a major step in addressing the events of the 2025 protests, which were largely driven by youth demanding accountability, transparency, and systemic reform. By extending legal scrutiny from top political leaders to security officials and groups such as the TOB Group, the government under Prime Minister Balendra Shah has signaled a broad and decisive push toward accountability and the rule of law in Nepal.
