Darjeeling state govt offices asked to keep proper attendance records

Darjeeling state govt offices asked to keep proper attendance recordsMP, 21 June 2017, Kolkata:All state government offices in Darjeeling have been directed to maintain updated information on attendance before presenting salary bills of each employee for the month of June.

It may be mentioned that the state government had issued a notice dated June 11 mentioning that no leave shall be granted, apart from emergency cases, to any employee during the strike called by the Gorkha Janmukti Morcha (GJM). It has been further stated that absence of employees will be treated as "dies non" which will constitute a break in service of the employee concerned and no salary will be admissible unless such absence is for getting hospitalised, bereavement in the family, severe illness and absence, child care leave, maternity leave, earned leave continuing from before June 9. The Gorkha Janmukti Yuva Morcha had called a bandh on June 9, a day after the tension broke out in Darjeeling soon after the Cabinet meeting headed by Chief Minister Mamata Banerjee. The GJM had called a bandh for an indefinite period from June 12.

So "in view of reported indefinite strike in the Hills, no functionary or employees including substantive and casual employee who is absent on June 9 and from June 12 to June 30 would get honorarium or salary or wages for being absent on those dates unless the reason for absence is one of those specified in the orders. In case of inadmissibility, entry must be made in service book of substantive employees before admissible salaries/wages for the month of June 2017 can be released," read an order. It has also been directed to examine the replies to show cause notices that will be served to the employees who would remain absent, without any valid reason, in any of the days during the ongoing bandh.

The state government had issued the notification that no leave shall be granted, apart from emergency cases, to any employee during the strike to ensure that the people of the Hills do not face any difficulty in getting services rendered in the state government offices.

Meanwhile, the state government is also mulling to engage local youth as civic volunteers to guard the state government offices. The final decision in this regard is yet to be taken.
