Mamata blames centre for delay on Gorkha autonomy

IANS , Siliguri, Feb 11, 2012 : With the pro-Gorkhaland Gorkha Janmukti Morcha (GJM) leadership threatening to revive movement for a separate state, West Bengal Chief Minister Mamata Banerjee on Saturday chose to blame the central government for the delay in implementation of the tripartite autonomy agreement.

"We know they are discontented over delay in implementation of the GTA (Gorkha Territorial Administration) treaty. I am also not happy over this unnecessary delay. The central government is doing the delay" said Banerjee while addressing the media after a meeting with GJM leadership.

"We have already sent the answers to the clarifications the centre had asked for. But I don't know why there is so much of delay," she added.

Banerjee mentioned that she had sought an appointment with the prime minister on Feb 22, 23, and 24 regarding early implementation of the proposed GTA and other issues.

"I will visit Darjeeling on Feb 28," she said. Banerjee indicated that the CPI-M was trying to create problems in the hills by instigating the separatist groups to raise new demands every other day.

GJM general secretary Roshan Giri said after the meeting, "We are satisfied after the meeting. But as our president has already said, the deadline for the implementation of the GTA agreement by March 27 still stands."

Earlier, GJM president Bimal Gurung had set Mar 27 deadline for the GTA's formation and had warned that if that was not done, the agreement papers would be burnt at a meeting in Sukna, about 20 km from Siliguri in Darjeeling district.

The GJM leadership expressed its satisfaction after the meeting but insisted that the March 27 deadline stands.

The GTA accord is a tripartite agreement signed on July 18 last year between the GJM and the state and central governments for setting up a new autonomous, elected GTA. It was to be a hill council armed with more powers than its predecessor, the Darjeeling Gorkha Hill Council (DGHC).

In accordance with the agreement, an expert committee was set up to conduct survey of the Gorkha-dominated parts of Siliguri, Terai (plains of Darjeeling) and Dooars (foothills of the eastern Himalyas) to see if some territory from these areas could be brought under the proposed GTA.

The committee, headed by Justice (retd) Shyamal Sen, was expected to give its report late by last month, after it was given an extension of six months.

The GJM central committee has expressed anguish over the developments. GJM general secretary Roshan Giri met Governor M.K. Narayanan Tuesday and requested him to ensure that the GTA was formed soon.

Meanwhile, five anti-GJM parties in the hills -- the Akhil Bharatiya Gorkha League, the Communist Party of Revolutionary Marxists, the Gorkha National Liberation Front (C.K. Pradhan), the Gorkhaland Rashtriya Nirman Morcha and the Bharatiya Gorkha Parisang -- have formed a Gorkhaland Task Force.

The elders of these parties have accused the GJM of betraying the cause of Gorkhaland and getting obsessed with the GTA.
Mamata to meet PM to ‘discuss’ hill set-up
ARNAB GANGULY,TT, Feb. 11: Mamata Banerjee today said she would seek an appointment with the Prime Minister to “discuss” the Gorkhaland Territorial Administration (GTA) issue and blamed the Centre for the “delay” in forming the administrative set-up for the Darjeeling hills.
“I am trying to get an appointment with the Prime Minister to discuss, among other things, the GTA and the granting of backward status to Darjeeling,” the chief minister said. She said the “tentative date” of meeting Manmohan Singh was February 22 or 23 or 24. Mamata today announced that she would visit Darjeeling on February 28 with “some more projects”.
After a meeting with leaders of the Morcha, which has threatened to relaunch its statehood agitation if the GTA is not implemented by March 27, in Siliguri, Mamata said: “They (Morcha) are offended and I agree with them. The GTA agreement was signed on July 18, 2010, after a tripartite meeting with the Centre. Clause by clause, clarifications that the Centre had sought on the GTA were given. Even after that, the Centre is delaying the clearance.”
State government sources said the Centre was yet to give its nod to the GTA Act, which is awaiting the President’s consent. The deadline of the committee formed by the state to chalk out the territorial reach of the GTA was extended by six months in January-end.
Mamata has put the ball in the Centre’s court at a time the Morcha has set a deadline for the setting up of the GTA. Trinamul leaders close to Mamata said the chief minister needed to have “something concrete” to offer to the people in the hills before her visit there. “So she has planned to meet the Prime Minister before her visit to the hills,” a leader said.
Morcha general secretary Roshan Giri said: “We heard what she had to say. But we will stick to our demand.”
Corruption glare
Mamata today told party colleagues that “a clean and honest image of Trinamul” has to be projected “ahead of the panchayat polls”. “Corruption will not be tolerated. We will have to ask those involved in corruption to mend their ways instead of driving them out of the organisation,” she said.
GJM's anger justified, says Mamata

Talking to reporters after a meeting with GJM leaders in Siliguri, Ms. Banerjee said the State government had not delayed the implementation of the tripartite agreement.
“We have not delayed matters. The agreement was checked clause by clause. I don't know why the Centre is delaying things. We have given all the clarifications that were asked for. I have myself contacted the Prime Minister's Office on this, and the Chief Secretary also took a meeting. I have sought time around February 23 and 24 for meeting with the Prime Minister to discuss this issue and some others.”
Ms. Banerjee said that besides the GTA implementation, development issues, including drinking water projects, tea-tourism schemes were also discussed at the meeting with GJM.
GJM leader Roshan Giri said while they were not budging from their earlier stand of re-launching the agitation if the GTA pact was not implemented by March 27, the issue of expediting the matter was discussed with the Chief Minister on Saturday.
He said Ms. Banerjee would be visiting Darjeeling on February 27 after meeting the Prime Minister.
“She told us she will help implement the GTA accord at the earliest.”
Earlier this week, GJM president Bimal Gurung had announced that copies of the memorandum of agreement for the setting up of the GTA in the Hills would be burnt at a public rally on April 17, if the proposed body was not put in place.
The people of the hills were disappointed that despite an assurance from the government that the GTA would be set up within six months of signing the agreement (on July 18), there were few signs of its implementation.
They are also unhappy about the extension of the term of the high-power committee set up to explore the inclusion of some Gorkha-dominated areas in the Terai and Dooars within the territorial jurisdiction of the GTA.
Scribes demand safety
KalimNews: Kalimpong Press Club has sought intervention of the administration for the safety of the journalists. In a press report it has mentioned that local reporters and journalists have found themselves unsafe after delivery of some political speech. It has requested the administration to create a safe and free press environment. 
It has also reminded that due to some threatening and psychologically alarming speech journalists have found themselves pressurised by a particular political party which is totally undemocratic.
Journalists Association of Kalimpong also has sought administrative intervention in keeping the environment congenial to free press writing and reporting.

श्रमजीवि पत्रकारहरुको सुरक्षा जिल्ला प्रशासनले लिनु पर्ने पत्रकार संगठनहरुको माग

डी के वाइबा, कालिम्न्युज,  कालेबुंग 11 फरवरी: कालेबुंगमा बिगत केहिदिन देखि श्रमजीवि पत्रकारहरुले जुन राजनैतिक बयान बाजी पछि गरिरहेको असुरक्षामा कालेबुंग प्रेस क्लबले गहिरो चिन्ता ब्यक्त गरेको छ। कालेबुंग प्रेस क्लबका अध्यक्ष अरुण कुमार रसाईलीको अध्यक्षतामा बसेको सभामा पत्रकारहरु माथि भईरहेको मनोबैज्ञानिक दबावको ब्यापक चर्चा गरियो। स्वाधीन भारतमा गणतन्त्रको चौथो स्थम्भ मानिने पत्रकारिता जगतमा कुनै पनि राजनैतिक पार्टीको दबाव गणतन्त्रको ह्त्या हो भन्ने संगठनले दाबी गरेको छ। पत्रकार माथि कुनै पनि राजनितिक दबाव हुन नहुने बताउँदै सबैले पत्रकारहरुलाई निष्पक्ष लेख्ने वातावरण सृजना गरिदिनु पर्ने संगठनले माग गरेको छ। 

हाल कालेबुंगका पत्रकारहरुले जुन प्रकारको असुरक्षा महसुस गरिरहेका छन यसमा जिल्ला प्रशासनले हस्तक्षेप गरेर पत्रकारहरुको सुरक्षामा ध्यान दिई निष्पक्ष समाचार लेख्न सक्ने वातावरण बनाईदिनु पर्ने प्रेस क्बले माग गरेको छ। पत्रकारहरु गणतन्त्रका स्तम्भ हुन भन्दै गणतन्त्रको स्तम्भमाथि ह्स्तक्षेप स्वीकार्य नरहने कालेबुंग प्रेस क्लबले ठहर गरेको छ। बिगतका आन्दोलनमा पत्रकारहरुले ज्यान गुमाएका कुराहरु झिकेर पत्रकारहरु माथि अप्रत्यक्ष रुपले मानसिक दबाव दिने कार्य कुनै पनि राजनैतिक पार्टीहरुले गर्न नहुने अनि यस्तो राजनैतिक बयान बाजीले पत्रकारहरुको सुरक्षामा खत्रा हुने भएको कारण पत्रकारहरुको सुरक्षाको जिम्मेवारी जिल्ला प्रशासनले गर्नु पर्ने संगठनले माग गरेको छ। 

बर्तमान समयमा पत्रकारहरुले जुन प्रकारको असुरक्षाको अनुभव गरिरहेका छन यस्तो वातावरणलाई प्रशासनले पुनर्बहाली गरेर स्वभाविक वातावरण बनाउँन पर्ने पनि संगठनले माग गरेको छ। कालेबुंग प्रेस क्लबका अध्यक्ष अरुणकुमार रसाईली अनि सचिव अरुण राईद्वारा हस्ताक्षरित प्रेस बिज्ञप्तीमा सम्पूर्ण श्रमजीवि पत्रकारहरुको सुरक्षामा यथाशिघ्र प्रशासनले पहल गर्नु पर्ने माग गरिएको छ।

अर्कोतिर जर्नलिष्ट एसोसिएसन अफ कालेबुंगले पनि श्रमजीवि पत्रकारहरुको सुरक्षा र गणतन्त्रको हितमा प्रशासनको हस्तक्षेप यथाशिघ्र हुन पर्ने माग गरेको छ। हाल पत्रकारहरुमाथि जुन प्रकारले अस्सीको दशकमा कालेबुंगमा पत्रकारहरुको हत्या गरिएको थियो भन्दै पत्रकारहरुलाई अप्रत्यक्ष दबाव दिने कार्य गरिरहेका छन त्यस्तो कुनै पनि राजनितिक पार्टीहरुले गर्न नहुने जर्नलिष्ट एसोसिएसनले माग गरेको छ। यसरी पत्रकारहरु माथि दबाव हुँदा प्रशासनले हस्तक्षेप गर्नु पर्ने एसोसिएसनका अध्यक्ष भुवन खनालद्वारा जारी बिज्ञप्तीमा उल्लेख गरिएको छ्। 

स्मरण रहोस गत छ फरवरीको दिन यहाँको टाउन हलमा भारतीय गोर्खा भूतपुर्व सैनिक मोर्चाको चौथो स्थापना दिवस कार्यक्रममा गोजमुमो अध्यक्ष बिमल गुरुंगले पत्रकारहरुलाई राम्रो कुरा लेख्ने सुझाव दिएका थिए। तिनले कार्यक्रमलाई सम्बोधन गर्दै पत्रकारहरुलाई आफुहरुले भगवान जस्तो मानिरहेको समयमा पत्रकारहरुले जनतालाई भ्रम सृजना हुने समाचारहरु लेखिरहेको आरोप लगाउँदै बिगत 86 को दशकमा चलेको गोर्खाल्याण्डको आन्दोलनमा पत्रकारहरुको टाउँको डम्बर चौकमा झुण्डिएको स्मरण गराएका थिए। तिनले कुनै पनि पत्रकारको नाम नलिईकन कतिपय पत्रकारहरुले एकदमै नराम्रो समाचार लेखिरहेको आरोप लगाउँदै त्यस्ता पत्रकारहरुलाई ब्यक्तिगत हिसाबले पनि राम्रो चिन्ने बताउँदै राम्रो समाचार लेख्ने सुझाव दिएका थिए। 

त्यसै दिन तिनले यहाँका क्षेत्रीय समाचार च्यानलहरुलाई मुद्दा हलिदिने चेतावनी पनि दिएका थिए। त्यस पछि पुन सिब्सुमा 8 फरवरीको दिन कालेबुंगका स्थानीय च्यानलहरुले नराम्रो प्रकारका समाचारहरु प्रसारण गरेको आरोप लगाउँदै समाचार च्यानलहरु बिरुद्ध मुद्दा हालिदिने कुरा पुन: दोहोरयाएका थिए। तिनले सिब्सुमा उक्त घोषणा गरेकै दिनदेखि यहाँका सम्पूर्ण समाचार च्यानलहरुको प्रसारण क्याबल मालिक पक्षले बन्द गरको छ। सोहि दिनदेखि यहाँका पत्रकारहरुले आफुलाई असुरक्षित् महसुस गरिरहेका छन।
समाचार च्यानल बन्द प्रकरण : बिभिन्न प्रतिक्रिया शुरु
डी के वाइबा, कालिमन्युज, कालेबुङ 11 फरवरी: कालेबुंगका 5 वटा समाचार च्यानलहरु गत 8 फरवरीको दिनदेखि अचानक बन्द गरेको सन्दर्भमा माकपा नेता तारा सुन्दासले आज क्याबल मालिक ओंकार साईनीलाई भेट गरे। तिनले कसैलाई सूचना नदिई समाचार च्यानलको प्रशारण बन्द गरेको सन्दर्भमा क्याबल मालिक पक्षलाई माकपा, क्रामाकपा, युजीआरएफ, अभागोली, र गोरामुमो- सी पार्टीद्वारा हस्ताक्षरित ज्ञापन पत्र बुझाएको जानकारी दिएका छ्न। 
मोठ 5 वटा राजनैतिक दलहरुद्वारा ह्स्ताक्षरित ज्ञापन पत्रमा अचानक समाचार च्यानलहरुको प्रसारण कसरी अनि किन बन्द गरियो भन्ने प्रश्न उठाइएको छ। हाल बिभिन्न समाचार पत्रहरुमा यहाँको समाचार च्यानल बन्द गोजमुमो पार्टीले होईन तर मालिक पक्षले बन्द गरेको खबर प्रकाशित भएको बिषयमा क्याबल मालिक पक्षले कसैलाई जानकारी नदिई किन बन्द गरे भन्ने प्रश्न उठाएर स्पष्टिकरण मागेको तारा सुन्दासले बताए। तिनले मोठ 5 वटा राजनैतिक पार्टीहरुको पक्षमा क्याबल मालिक पक्षलाई ज्ञापन बुझाएर बन्द भएको समाचार च्यानलहरु यथाशिघ्र शुरु गर्नु पर्ने माग गरेको पत्रकारहरुलाई बताए। तिनले क्याबल मालिक पक्षले समाचार च्यानलहरुको प्रसारणमा रोक लगाएर यदि कुनै एउटा राजनैतिक पार्टी बिशेषको कार्यक्रम मात्र प्रसारण गरे उक्त बिषयमा क्याबल मालिक पक्षलाई मुद्दा हलिदिने स्पष्ट बताए।
अर्कोतिर कालेबुंगका समाचार च्यानलहरुको प्रसारणमा रोक लागेको सन्दर्भमा श्रमजीवि पत्रकारहरुको भविष्य अनिश्चित बनेको कालेबुंग जर्नलिष्ट एसोसिएसनले दाबी गरेको छ। तक्निकी पक्षले जे जस्तो भए पनि क्षेत्रीय समाचार च्यानलहरु सित जडीत श्रमजीवि पत्रकारहरु समाचार च्यानल बन्द भएको कारण भविष्य अनिश्चित बनेको मह्सुस गर्दै समाचार च्यानलहरुमा कार्यरत पत्रकारहरुको भविष्य सुनिश्चित गर्नु पर्ने संगठनले माग गरेको छ।
क्रामाकपाको प्रतिक्रिया
कालेबुङका समाचार च्यानलहरुको प्रसारण बन्द भएको सन्दर्भमा क्रामाकपाले प्रतिक्रिया जनाएको छ। क्रामाकपा पार्टीका महासचिव तारामणी राईले उक्त सन्दर्भमा प्रतिक्रिया जनाउदै कुनै पनि राजनैतिक पार्टीको नाम नलिईकन आफ्नो अनुहार सार्वजनिक हुने भयले ऐना फुटाउने प्रयास मात्र गरिएको, क्रामाकपाले आरोप लगाएको छ। तिनले च्यानलहरू बन्दको विरोधमा क्रामाकपाले घोर प्रतिवाद जनाउँदै कुनै ठोस कदम उठाउने भएको राईले बताएका छन। च्यानलहरु बन्द गरेर सत्य कुरा राजनैतिक पार्टीले उजागर गर्नबाट वञ्चित गराउन खोजेको आरोप लगाएका छन। 
गणतन्त्रमा सबैले बोल्ने मौका पाउनुपर्छ भन्दै पत्रकारहरूलाई निष्पक्ष रूपमा कार्य गर्न दिनुपर्छ भनि राईले थप बताए। मिडियादेखि शुरू गरेर गणतन्त्रको पहिलो स्तम्भसम्म नै हस्तक्षेप गर्नसक्ने कुरामा तिनले हिटलरको उदाहरण दिए। जब जर्मनमा फासिजम शुरू भयो त्यसबेला सर्वप्रथम हिटलरले धर्ममाथि आफ्नो कब्जा जमाए। धर्ममाथि मात्र कब्जा भएको हो हामीमाथि हुँदैन भन्ने ढुक्क पर्दा एकदिन हिटलरले जम्मै आफ्नो कव्जामा लिए। यसरी नै आज मीडीमाथि भयो हामीमाथि हुँदैन भनेर ढुक्क लागेर बस्दा मिडियादेखि आक्रमण शुरू गर्नेहरू पहाडमा तानाशाहको नमूना बन्नसक्छ। यसलै पत्रकारहरू पनि एकजुट हुन आवश्यक रहेको अनि सङ्घ-संस्था, राजनैतिक दल, लगायत जनसाधरण चुप लागेर बस्नुनहुने राईले सुझाउ राखे। तिनले आफ्नो दुर्बलता छ र त्यो अरूले नदेखोस्‌, पोल नखोलियोस भन्ने आशंकाले नै च्यानलहरू बन्द गरदिएको हो भनि बताएका छन। तिनले अझ भने, सुपरिकल्पित ढङ्गमा कुनै शक्तिले षङ्‌यन्त्रपूर्वक अहिले पहाडमा संत्रास फैलाउने प्रयास गरिरहेको छ। खोला धमिलो भए माछा पक्रन सजिलो हुन्छ। एकातिर जीटीएको ढिलाइ, अर्कोतिर टाक्स फोर्सलाई माओवादीसीत जोड्‌नु अनि फेरि छत्रमाथि खनाउनु जस्ता उटपट्याङ कुराहरू गरेर जनतालाई दिग्गभ्रमति पारेर संत्रासपूर्ण स्थिति बनाएर यहॉंको परिस्थितिलाई धमिल्याएर जब्बरजस्ती जीटीए थोप्ने प्रयास भइरहेको छ। जबकी टाक्स फोर्सले राष्ट्रिय स्तरमा नै जीटीएले स्वभारतीय गोर्खाहरूको समाधान नहुने अनि जीटीए छुट्टै राज्यको निम्ति बाधा बनिरहेको कुराहरू गरिरहेकैले यहॉं साह्रो परिरहेको छ। 
यसरी जनतालाई विभिन्न कुराहरूद्वारा अन्योलमा पारेर फाइदा उठाउने षढ्यन्त्र भइरहेको राईले बताए। च्यानलहरूलाई प्रतिबन्धित गर्नु मालिकको कारण अथवा कसैको चापको कारण भएको भएपनि केही च्यानलहरूलाई पूर्ण रूपमा प्रतिवन्ध लगाइनु अनि केही च्यानलहरूलाई भन्ने बोल्ने मौका दिनुले यहॉं कानुनी कुराले च्यानल बन्द नभएको बताउँदै राइले असन्तुष्टि जाहेर गरे। पत्रकारहरूलाई धम्क्याइनु अनि च्यानलहरू बन्द गर्नु यो मिडियाकर्मीमाथिको मात्र आक्रमण नरहेर यो गणतन्त्रमाथिको आक्रमण रहेको बताउँदै राईले बताएका छन।
